This position was responsible for administering the Management Services Unit within the Department of Harbours and Marine, throughout Queensland. The overall goal was to facilitate the development of dynamic and needs-based operations.

* Preparing and presenting reports, Cabinet Submissions and draft legislation of a complex and substantial nature and negotiating their recommendations.
* Analysing complex organisational problems and developing and implementing appropriate new systems and procedures.
* Designing, conducting and evaluating tainting and staff development initiatives.
* Managing, directing and reviewing the activities of project teams.
* Directing and coordinating the Management Services Unit, particularly in relation to recruitment and staff selection, staff training and development.
* Undertaking the duties of Manager, Organisational Services for frequent periods of up to 8 weeks duration. This involved the direction, co-ordination and daily administration of the Management Services, Computer Services and Personnel Services Units.
* Developing and implementing Program reporting standards and ensuring that reports required by the Permanent Head, the Minister, the Public Service Board and Cabinet, were prepared in an appropriate form and on a timely basis.
* Directing and maintaining a manpower plan and initiating action as required by the Permanent Head to ensure that the Strategic Plan achieved its objectives in relation to its use and development of people.
